The Ministry carries out the formation and implementation of state policy, coordinates the management process in the fields of oil and gas, petrochemical industry, hydrocarbon transportation, in the field of uranium mining, state regulation of the production of petroleum products, gas and gas supply, the main pipeline, electricity, heat supply in the part of heat and power plants and boiler houses producing thermal energy in the district heating zone, nuclear energy, development of renewable energy sources.

On OPEC + commitments

Oil production has recently declined in Kazakhstan due to various reasons, including accidents at the energy sources, as well as current and expected turnaround maintenance at the oil fields, which generally contributes to the implementation of the Republic's intentions to comply with its obligations under the OPEC+ Agreement.
At the same time, the Republic and oil producing companies continue monitoring the conformity and consultations on further oil production reduction.

Kazakhstan and other OPEC+ participating countries plan to implement additional reduction in production starting from May 2023

Kazakhstan will implement a voluntary cut of 78 kbd barrels per day from May till the end of 2023 in coordination with other OPEC and non-OPEC Participating Countries in the Declaration of Cooperation.
This voluntary cut is a precautionary measure in addition to the reduction in production agreed at the 33rd OPEC and non-OPEC Ministerial Meeting on October 5, 2022.

Results of the 53rd Meeting of the Joint Ministerial Monitoring Committee (JMMC)
The 53rd Meeting of the Joint Ministerial Monitoring Committee (JMMC) took place via videoconference today on the 3rd of April 2024. 

The JMMC reviewed the crude oil production data for the months of January and February 2024 and noted the high conformity for participating OPEC and non-OPEC countries of the Declaration of Cooperation (DoC). 

The Committee welcomed the Republic of Iraq and the Republic of Kazakhstan pledge to achieve full conformity as well as compensate for overproduction. The Committee also welcomed the announcement by the Russian Federation that its voluntary adjustments in the second quarter of 2024 will be based on production instead of exports. 

The Committee will continue to monitor implementation of all OPEC+ decisions taken earlier and assess market conditions to take necessary measures when needed. 

The next meeting of the JMMC (54th) is scheduled for 1 June 2024.



Kazakhstan will extend an additional voluntary production cut of 82 thousand barrels per day into the second quarter of 2024
Kazakhstan will extend its additional voluntary cut of 82 thousand barrels per day, for the second quarter of 2024, in coordination with some OPEC+ participating countries. Therefore, Kazakhstan’s production will be 1,468 million barrels per day until the end of June 2024. Afterwards, in order to support market stability, these additional cut volumes will be returned gradually subject to market conditions.

This voluntary cut is in addition to the voluntary cut of 78 thousand barrels per day previously announced by the Kazakhstan in April 2023, which extends until the end of December 2024.

This additional voluntary cut comes to reinforce the precautionary efforts made by OPEC Plus countries with the aim of supporting the stability and balance of oil markets.
